Inside the New CBSE Guidelines on Menstrual Hygiene Management


Complying with a recent SC verdict, the CBSE has instructed all its affiliated schools to strictly enforce new guidelines on menstrual hygiene directives. The Ministry of Education published this directive after referencing the court’s 20.1.2026 ruling, which recognises menstrual hygiene as a crucial part of the right to self-respect under Article 21 of the Constitution.

The court stressed that access to menstrual hygiene plays a major part in assuring girls’ equal opportunities and the right to education. CBSE-affiliated schools are required to carry out fundamental measures through an official circular. These involve offering separate hygienic toilets and safe washing facilities for girls, setting up dedicated MHM corners and assuring the availability of biodegradable sanitary napkins on campus.

Schools must launch the right procedures for the safe disposal of sanitary waste, and they need to conduct awareness programmes on puberty and menstrual hygiene while encouraging gender-sensitive and open discussions aligned with SCERT and NCERT guidelines.

CBSE has assigned District Education Officers to conduct regular inspections to track implementation and ensure accountability. Schools must submit compliance reports every month by 31st March and 30th April 2026, through a web portal.
